
STUDENTS UNION
The following Associations and Societies of Rajsunakhala College provide scope for cultural activities of students.

Election for various offices of the College Union, Dramatic Society, Day Scholar’s Association, Athletic Association, Social Service Guild and Common room etc. are to be held on a suitable date after the last date of admission is over. The Government / Principal shall fix such a suitable date. Constitution of College Union, the Dramatic Society, the Day Scholars’ Association, Athletic Association, S.S.G. and Sciecne Society are given below Constitution of different Academic Societies can be had from the Head of the Department concerned.
THE COLLEGE UNION
1. The College Union shall represent the opinion of the students of Rajsunakhala
College, Rajsunakhala. Its functions are:
* To organise discussion on the general, cultural, academic, national and
international problems,
* To organise debates,
* To invite eminent persons to address the Union and
* To undertake such other activities as are proposed by the Union and approved
by the Principal.
Membership of the Union
Every regular +3 student of the college is a member of the Union and is eligible for election to any of its office. No one whose name is not on the rolls of the college can not be a member of the Union.
Member of the Staff
The meeting of the Union shall be open to all members of the staff who, if they so desire, can take part in the proceedings of the meetings.
Executive Committee
There shall be an executive Committee of the College Union consisting
of the following:
(i) The President
(ii) The Vice-President
(iii) The Secretary
(iv) The Assistant Secretary
(v) The Class Representatives of all the Classes.
Functions of the Executive Committee
(a) The functions of the Executive Committee shall be:
* To draw up the programmes of the Union activities for the session;
* To adopt the Union Budget for the session and
* To undertake such other activities as are consistent with the objectives of the
Union & inaccordance with the constitution.
(b) Meeting and proceedings
* An ordinary meeting of the Executive committee may be called by the Secretary
in consultation with the adviser. Notice of such a meeting with date, time, place
and agenda shall be given to the members at least 48 hours before the
commencement of the meeting.
* An extra-ordinary meeting of the Executive Committee can be convened at
any time by the Principal.
* A meeting of the Executive (Committee shall be prescribed over by the
President or on his absence by the Vice-President or in the absence of both by
any member of the committee elected at the meeting and the election shall be
conducted by the Adviser.
* No meeting of the executive committee can be conducted without the presence
of the Aviser.
* Fifty percent of the members of the Executive Committee shall constitute the
quorum.
* The proceedings of the meeting shall be maintained by the Secretary and a
copy thereof shall be communicated by the Secretary to eh Principal through
the Adviser within two days.
The Adviser
* There shall be an Adviser appointed by the Principal from among the members
of the staff.
* The Adviser shall present at the meeting of the Executive Committee and at
the ordinary meeting of the Union. He will assist and suggest whenever
necessary, in the proper conduct of the meeting. The President may refer to
him any rule for interpretation and the decisions of the Adviser when so referred
to shall be final. He will draw the money and will be responsible for the account.
The President
Any member of the Union is eligible to stand for Presidentship of the Union. The President shall preside over all ordinary meetings of the Union at which he is present and preside over extra ordinary meeting, subject to provision contained in Rule 33. He shall be responsible for maintaining order and interpreting the rules. His ruling shall be final except where he requests the Adviser to give a ruling in which case, the ruling of the adviser shall be considered final.
The Vice-President
The Vice-President must be member of the Union. In the absence of the President the Vice-President shall assume all his rights and discharge all his duties.
The Secretary
Any member of the Union can stand for the post of Secretary of the
Union. The Secretary shall arrange debates, give notice of all ordinary meetings
and record the minutes of all meetings whether annaul, ordinary or extra-ordinary.
The Secretary shall select the subject for debate in consulation with the President
and the Adviser.
* The Secretary is the Executive Officer of the Union.
* The Secretary shall remain in-charge of the Union Office, its property and
records.
The Asst. Secretary
The Assistant Secretary must be member of the Union. The Assistant Secretary shall assist the Secretary in due discharge of the duties and in his absence shall perform all the functions of the Secretary.
Societies for students of +2 Stream
Students of +2 stream are not the members of the College Union and can not contest or vote for the different offices of the college union. However they can contest and vote for the following offices for which election will be held amongst the +2 students along with the college union election.

GENERAL RULES OF COLLEGE UNION & ASSOCAITIONS
Election Procedure
1. (a) After begining of new session and admission work of new students to
H.S. and Degree classes against the publication of annual H.S.C. Exam, and
H.S. Exam. result, respectively are completed, on a convenient date, Principal
will notify a last date stipulation for issue of Identity Cards, for completion of
readmission of students and renewal of their identity cards, so that only bonafide
students having/receiving/renewing their valid Identity cards of the college on
or before that date, can file/propose/second nominations and cast their votes.
(b) On the same date or thereafter, Principal will also make a Notice for election
specifiying detail rules/proceduere, prescribing the required proforma for
nomination application, date and time of submission of nomination application,
date of scrutiny, date and time of withdrawal of nomination, details of posts to
be filled in by election programme of election with dates and time, etc.
(c) The aforesaid election notification should be made at least 10 days prior to
the scheduled date of election.
2. (a) Nomination applications of eligible candidates for the election to the
offices of the Union, Cultural Association, other associations, etc. must reach
the Principal in writing in the prescribed proforma and in the manner as specified
in the Notice of the Principal within the specified date and time.
(b) The Principal reserves the right to allow such nomination applications
received by post or through any agency under grounds of his satisfaction.
3. (a) A candidate can contest for one post only. A candidate if has filed his
nomination for more than one post, his all nominations shall be rejected on
scrutiny.
(b) A student being elected, holding a particular post (except class representative
/ class representative of athletic club) in a particular year, can not file his
nomination for the same post in the succeeding year, such nominations shall
be rejected.
(c) However, a candidate is allowed to submit one or more nomination
applications as he desires for the one post only.
4. (a) Nomination papers will be scrutinised on the specified date and time by a
panel of teachers appointed by the Principal. The signature of the eligible
proposer, the eligible seconder and the eligible candidate himself for election
(signifying his consent) shall be clearly given in the nomination application.
They should be bonafide students of the college at the time of filling the
nomination.
(b) If the nomination papers are not properly filled in or defective other wise or
the candidate is disqualified for any reason, those are liable to be rejected.
(c) After scrutiny, the Principal will notify the List of valid nominations of different
posts. Uncontested candidates shall not face election.
(d) As per date, time and manner specified in the notice of the Principal, a
candidate shall be allowed to withdraw his nomination application(s), provided
that the Principal may not allow such withdrawal unless he is satisfied that, the
candidate is not with drawing his nomination under any bias or fear of threat of
his rivals.
(e) It is the discretion of the Principal to decide, if any post (s) for which there is
no valid nomination, whether shall be left vacant or there shall be anohter
notification inviting fresh applications of nomination.
5. The following misconduct will disqualify a candidate, which may be decided
and declared by the Principal at any time even after election and declaration of
result: (a) Disfiguring of walls and furniture, scribbling, pasting placards, posters, and
other papers or spitting or otherwise disfiguring the college wall, floors, pillars
or doors or paths.
(b) To damage or using in such a manner that will cause damage any property
of the college.
(c) Directly involved or engaging others to assault / to cause coercion/to cause
fear or bias in the mind of any student of the College preventing him/her to file
nomination / to contest in the election/compelling to cast or not to cast his/her
vote in favour of any candidate or creating / causing to create a situation that
breaks the healthy atmosphere of the college or shows any sort of misconduct
to any member of staff of the College at any time. He/She is always required to
show proper conduct and behaviour to everybody.
(d) Disturbing nomal functioning of classes, disciplined and healthy atmosphere
of the college premises in any manner.
(e) Consumption or possession of any narcotics/alcohol and carrying of any
weapons / use of crackers / music instruments / amplifier mikes / high slogans
/ creation of noise or music inside the college premises / use of immoral and
objectionable language are not permitted.
6. (a) Electoral speeches may be made by the contesting candidates for different
offices at a meeting arranged by the Adviser of Union/Vice-President of Cultural
Association with the permission of the Principal. The Adviser or his deputy of
Students’ Union / Vice-President or his deputy or Cultural Association as is
applicable shall preside and shall control/regulate the meeting and duration of
speech of each speaker.
(b) The aforesaid electroal speech should be conducted on the working day of
the college preceding to the day schedules for election.
7. (a) Every bonafide student of the College carrying valid identity card of the
college has the right to vote in the election.
(b) Printed ballot papers shall be supplied by the College at the time of election.
Students are required to go through the instruction/notice and cast their vote in
proper manner so that their vote remains valid and is not rejected for improper
voting.
(c) No student shall have more than one vote for each office to be filled in.
8. (a) The candidate obtaining the largest number of votes among the candidates
contesting an office shall be declared elected to that office.
(b) In case of a tie between any two or more candidates, one of them shall be decided elected by lottery method by the Principal and it is not necessary that
the concerned candidates ahall remain present during such decision by lottery.
(c) Recounting
A candidate can apply for recounting if the difference between the vote
obtainied by him and the winner is five or less by depositing the fees of Five
hundred at college counter within one hour of the final counting. The time for
recounting will be decided by the Principal.
9. Vacancies in offices
a. The office bearers shall hold office of the entire session unless they:-
(i) Cease to be members of the college.
(ii) Voluntarily resign in writing addressed to the Principal.
b. Removed as provided in the rule below.
(i) An office bearer who fails in proper discharge of his duties can be removed
by a vote of no confidence passed by three-fourth of total members of the
Union at an extraordinary meeting for the purpose.
(ii) Office bearers who are students of Second Year or Third Year Classes shall
be deemed to have vacant their posts after Test Examination.
(d) Any office falling vacant in spite of the these arrangements will be filled in by
holding a bielection if the Principal so decides. The procedure for the bi-election
will be the same as the election at the beginning of the session.
10. After the elections are over on such date as the Principal may determine
Annual meetings of the Union shall be held.
(a) The outgoing office bearers shall be relieved, and
(b) The newly elected office bearers shall assume office.
11. The Principal or his nominee shall preside over the Annual meeting.
12. Ordinary Meeting
Ordinary meeting of the Union shall be arranged by the Secretary in consultation
with the President.
13. Notice
The secretary shall make a notice two days before each ordinary meeting
containing the following particulars:
(i) Date of the meeting,
(ii) Place of the meeting.
(iii) Subject for debate, and
(iv) Name (s) of at least the first speaker in order.
14. If in any case not provided for by these rules, the Adviser or his Deputy shall
give a ruling as to the procedure on the principles already laid down, his ruling
shall be final.
15. Extra-ordinary meeting: An extra ordinary meeting of the Union may be
convened.
(a) at the Principal’s discretion,
(b) on a written request addressed to the Principal and signed by not less than
one hundred members of the union, or
(c) on the request of the union, or
(c) on the request of the President to the principal.
16. The Principal or any person nominated by him shall preside over any extraordinary
meeting if this is deemed necessary by the Principal.
17. The Principal shall be the final authority on all matters relating to the Union.
THE DAY SCHOLARS’ ASSOCIATION
1. All the Day Scholar’s of the college shall be members of the Association and
shall pay the annual subscription at the time of admission or readmission.
2. The subject of the Association is to take up such activities that will foster a
spirit of fellowship and co-operation among all the Day scholar’s of the college.
3. There shall be a censor of the Day Scholar’s Association appointed by the
Principal from among the members of the staff.
4. The censor shall be the Ex-officio President who will preside over all meetings
of the Association except the annual meetings. He may appoint a Deputy -
censor from among the members of the staff in his place as a president, if he is
unable to attend any meeting. The Principal or his nominee will preside over
the Annual General Meeting of the Association.
5. (a) There shall be a Secretary elected from among the Day-Schoolar students
of the college. There shall be an Assistant Secretary elected from among the
Day scholars on such date and in such manner as the Principal may determine.
(b) The Secretary with the approval of the President shall organise all the
functions of the Association and be in charge of the meeting and
correspondence. In the absence of the Secretary, the Assistant Secretary will
do the works of the Secretary.
(c) In case the office bearers of Association are candidates for the university
Examination they should clarify the accounts to the students in a general body
meeting. This meeting should be presided over by the Principal or his deputyand should be held along with a meeting of the College Union.
6. There shall be an Executive Committee consisting of:
(a) The Censor
(b) The Secretary
(c) The Assistant Secretary
(d) Two student members to be elected in such manner as the Principal shall
determine (The Principal may nominate not more than Two Day Scholars’ if he
deems it necessary).
7. The funds of the Associations shall remain under the control of the Principal.
All expenditures incurred by the Association shall be subject to his approval.
8. The principal shall be the final authority on all matters relating to the
Association.
DRAMATIC SOCIETY
The following is the Constitution of the College Dramatic Society.
1. The name of the Society shall be “The Rajsunakhala College Dramatic
Society”.
2. The aims of the Society are:
(i) To encourage and cultivate dramatic art among the members on the bases
of the artistic performances conducive to this.
(ii) To administer the funds that may be available for the achievement of the
aims and ideals of the aforesaid society. All students are the members of the
society.
3. For the management of all the matters connected with the society there shall
be a committee of management.
4. The committee of Management shall consist of
(i) President-Principal (Ex-officio)
(ii) Vice-President-A Member of the staff to be nominated by the Principal.
(iii) Secretary, Asst. Secretary
(iv) Class Representative-One from each class.
5. The Committee of Management shall perform the following duties.
(i) Decide the Drama to be performed and fix the date of performance.
The decision shall be subject to the approval of the principal.
(ii) Present a statement of account in the Annual General meeting.
(iii) Transact all other business incidental to the management of the Society.
6. In furtherance of duties the secretary shall convene meeting and keep a
record of the proceedings of these meetings and keep all accounts of the Society.
7. The quorum for an ordinary meeting of the committee of management shall be 4.
8. The fund of the dramatic society shall not be spent for ‘Melody’. The fund of
the Society shall be spent & utilized only for the furtherance of the dramatic
talent of the students.
9. All the students of the college shall be members of this Association. Every
one shall pay an annual subscription at the time of admission.
NOTE: The above rules are also applicable to +2 Dramatic Society.
10. The Principal reserves the right to alter, amend or abrogate any of the rules
mentioned above. The Executive Committee can also alter or amend the above
rules by a majority of votes subject to the approval of the Principal.
ATHLETIC ASSOCIATION
The following is the constitution of the “Rajsunakhala College Athletic
association”
1. The name of the Association shall be “The Rajsunakhala College Athletic
Association”.
2. The Rajsunakhala College Athletic Association shall consist of all the members
of the staff and students with the Principal as Ex-Officio President.
3. The Executive Committee of Athletic Association shall be called “The
Rajsunakhala College Athletic Council”. It shall consist of:
(a) The Principal-as Ex-officio president.
(b) Vice-President-A member of the teaching staff nominated by the Principal.
(c) The Physical Training Instructor.
(d) A secretary to be elected.
(e) One class representative from each class.
(f) Captains of the Foot-ball, Hockety, Cricket, Volley-ball, and of such other
organised outdoor games as provided in the college.
(g) One or two more students nominated by the Principal if the Principal thinks
that such person/person (s) will serve to the best interest of the Athletic
Association.
4. Election Rules:
(a) Normally the election will be held along with the College Union Election,
with the same procedure.
(b) The Principal, the Vice-President and the Physical Training Instructor will choose the captain and Vice-President and Vice-Captain for all the outdoor
game provided in the college.
(c) The Secretary cannot be the Captain for any game. If a student is elected
for both posts he shall have to resign from either of the two.
(d) All class representatives shall be elected at the time of college union election.
(e) Class representative will not ordinarily be choosen as captain or Vice-Captain.
5. Tenure of Office
(a) The tenure of office of the Athletic Council shall be for one session only.
(b) The Vice-President shall carry on the work in the following session till the
Principal nominates a new Vice-President to succeed him before next election.
(c) If any Captain absents himself from the field continously for fifteen days
without sufficient reason he will ipso facto cease to be the Captain.
(d) The Captain or Vice-President of any team such as Foot-ball, Volley-ball,
Hockety or Cricket will not be eligible as the Captain or Vice-Captain of any
other team.
6. Work of the Council
(a) Consider the budget prepared by the Sub-Committee.
(b) General management of the Association is to promote athletic activities
among the students.
7. Work of the Vice-President
(a) He will be in charge of fund, accounts and all correspondence including the
purchase of sports materials.
(b) He will be the general superintendent of all the games.
8. Work of the Secretary
(a) He will be the Convenor of all general and sub-committee mettings.
(b) He will prepare the annual report.
(c) He will conduct all correspondences assigned to him by the Vice-President.
(d) He will organise the college games with the assistance of the Captains and
the Vice-President.
9. Work of the Captains
(a) They will be responsible for organisation of all college games.
(b) The Captains should not arrange any match unless they have obtained the
approval of the Principal and the Vice-President.
10. The Work of the Physical Training Instructor
(a) Organise all in-door and out-door games and to look after drills.
(b) Copy out all invoices of the stock books.
(c) Keep an account of the sports goods.
(d) Look after the playground.
(e) Perform such work in connection with sports as the Vice-President assigns
to him.
(f) To attend any other work assigned by the Principal for the efficient working
of the college.
11. In case the office bearers of the Athletic Club are candidates for the University
Examinations, they should clarify the accounts to the students in a general
body meeting. This meeting should be presided over by the Principal or his
deputy and should be held along with such a meeting of the College Union.
